The following anonymous possible fix to the MSN Photos Server unavailability problem was not taken from an official Microsoft support page. As of this evening, I have not applied it - primarily because another fix is floating around, and I'm not sure which one is correct.
PHOTO FIX
... the cx is unable to use the MSN Photo Sharing feature within the MSN Premium Client. Error Message: "Photo Sharing is currently unavailable" Resolution Steps
... had the cx Open Internet explorer and navigate to http://autoupdate.msn.com/photoemailfix.hta
... advised the cx to try the msn software now

This unfortunately did not fix the photo problem for me, However I did notice by disecting the hta file that all it is doing is setting a registry value.. It sets
HKLM\SOFTWARE\Microsoft\Picture It!\PhotoPicker\PIURL
to have a value of http://go.microsoft.com/fwlink/pi/pi9.asp
