President 35 - Insider

Now John F. Kennedy was not an "insider" in the same way that Lyndon Johnson, George H.W. Bush, and Dick Cheney were, but he was from Capitol Hill nonetheless. And in his case, it was a good thing. If Kennedy had become Governor of Massachusetts, would he have had the opportunity to stand on the world stage in the same way that he did as Senator?

However, perhaps some experience as Governor would have stood him in good stead during the first few months of his term, in which he could not control the disaster that became the Bay of Pigs. Later, his finest hour would come during the Cuban Missile Crisis, in which a strong yet moderated response saved the world from nuclear destruction.
