[May 27, 1788. A newspaper office in the western part of Virginia.]
Hello, I would like to submit a letter to the editor.
DO YOU HAVE THE COPY?
Yes, I do. Here it is.
HMMM...
The most considerable of these remaining objections is, that the plan of the convention contains no bill of rights. Among other answers given to this, it has been upon different occasions remarked, that the constitutions of several of the states are in a similar predicament. I add, that New-York is of this number....
EXCUSE ME. SIR?
Yes?
THIS LETTER IS NOT SIGNED.
Look at the bottom. It's signed there.
UH...THAT SAYS PUBLIUS.
Yes, that's the signature I want to use.
I'M SORRY, BUT BEFORE WE CAN RUN THIS LETTER IN THE PAPER, WE NEED TO HAVE YOUR REAL NAME AND ADDRESS.
On the surface of things, Tim Couch's proposal isn't that different from the policies that the printed media are using these days. This is why I never bother to write a Letter to the Editor to the Inland Valley Daily Bulletin - or at least I haven't lately. Wonder if they've changed their policies?
Now for the irony of ironies - if you go to Tim Couch's legislative page, he provides a lot of personal information about himself. And frankly, for public figures, this is above and beyond the call of duty.

Frankly, if I were a politician, I wouldn't be leaving my home phone number - even if it's a "home office" number or some such.
But Couch won't leave his email address. If you want to send him email, you have to click on a link. It seems Couch's actual email address itself is...um...none of our business.
Unless this piece of code in the form (slightly edited) gives a hint:
S-Email-Address="& #116;& #105;& #109;& #046;& #099;& #111;& #117;& #099;& #104;& #064;& #108;& #114;& #099;& #046;& #107;& #121;& #046;& #103;& #111;& #118;"
Hmm...just compare to an ASCII table, and voila! The codes above translate to
tim.couch@lrc.ky.gov
(LRC, by the way, stands for the Legislative Research Commission.)
The bill that Couch introduced, by the way, is HB775:
HB 775 (BR 1943) - T. Couch, J. Higdon
AN ACT relating to information technology.
Create new sections of KRS Chapter 369 to establish definitions relating to Internet Web sites, blogs, or message boards; require registration prior to posting information to these interactive services; identify persons, businesses, or entities that post information to these interactive services; establish penalty provisions.
Mar 4-introduced in House
Mar 6-to Labor & Industry (H)
Here is section 2 of the bill as it stands today:
SECTION 2. A NEW SECTION OF KRS CHAPTER 369 IS CREATED TO READ AS FOLLOWS:
(1) An interactive service provider shall establish, maintain, and enforce a policy to require information content providers to register a legal name, address, and valid electronic mail address as a precondition of using the interactive service.
(2) An interactive service provider shall establish, maintain, and enforce a policy to require information content providers to be conspicuously identified with all information provided by, at a minimum, their registered legal name.
(3) An interactive service provider shall establish reasonable procedures to enable any person to request and obtain disclosure of the legal name, address, and valid electronic mail address of an information content provider who posts false or defamatory information about the person.
So if you have concerns about this bill, please contact Tim Couch. Here is his contact information:
Registered Legal Name: (Not disclosed. Is his first name "Tim," or is it really "Timothy"? And what is his middle name? "Julius"? It should be noted, by the way, that even though football player Timothy Scott Couch was born in Hyden, it appears that the football player and the legislator are two separate people. Or at least Wikipedia doesn't mention any legislative career for T.S. Check back later, though - I may have to pull a Jim Bakker on this one if they're one and the same.)
Address: (Not disclosed. We have his office address - see above - but we don't have his home address in his district, nor do we have his home address in the Frankfort area.)
Valid Electronic Mail Address: tim.couch@lrc.ky.gov (And it took some effort to get that; see above.)
P.S. After performing a web search, it became apparent that Couch's email address isn't all that secret. It appears in a Daily Kos comment, and an Operation UNITE web page. So why does the Kentucky legislative website go through such great pains to hide it?
P.P.S. I re-read the web page for legislator Tim Couch, and discovered that he is part of the Illuminati, which leads me to believe that his acquisition of email addresses is part of his plan for one world government.
