Herbert Hoover was another insider. No, he was never a U.S. Senator. To my recollection, he never held an elective office anywhere. But he, like George H.W. Bush, certainly had a ton of Federal Government experience. In the end, of course, he was overwhelmed by the crises which he faced.
But one thing should be said about Herbert Hoover - he was arguably our best ex-President. Yes, Jimmy Carter built a few houses, and George H.W. Bush and Bill Clinton teamed up for charity work. But Hoover, despite being completely shut out of the White House during the Roosevelt years, chaired the Hoover Commission in later life.
