Another definite insider - Lyndon Johnson, a power on the Hill, reduced to no power as Vice President (this was before Carter/Mondale remade the office of Vice President), then subsequently one of the most effective Presidents in working with Congress. I've already mentioned how Carter had his problems with Congress. Johnson benefited from a post-assassination honeymoon, coupled with his own knowledge of the institution, and managed to pass legislation that significantly affects our lives even today.
But you can't talk about Johnson without mentioning the Vietnam War, so I just did. Although the war spanned the administrations of Eisenhower through Ford, somehow it is most closely tied (at least in my mind) with Johnson.
